I have put the items in that should appear on the Extension Technology home page, modeling the structure like that of the Randolph County site. However, I don't see anything. Also, the main site (http://technology.extension.wvu.edu) when added as a favorite is referenced as "Technology Blog" or something similar. I don't know if that has anything to do with the problem.
Basically, I think the template seems to be missing the code to take the main entries (navigational block to the left) and put them somewhere so that they are accessible. I could just be really dense on this, so please don't hesitate to point that out also.
